Short project description: Originally, an EDF-funded intervention to strengthen the capabilities of the Ethiopian Wildlife Conservation Organisation to assure the long-term future of protected areas under its jurisdiction

Description of the consulting services: Since 1996 the Bureau of Agriculture within the Southern Nations Nationalities Regional Government has been given administrative and technical control of the three National Parks. The present EC Mission is designed to carry out an independent appraisal of the reorganisation of the administrative control of the Parks prior to any EDF funding for the proposed TA during the second phase of the project.

Title of consulting services provided: Evaluation of the "National Parks Rehabilitation in Southern Ethiopia Project".

Description of services provided: EC Evaluation Mission to assess the organisational and administrative structure of the Project, the problems encountered in project formulation, implementation and monitoring, the effectiveness relevance and sustainability of the project; and to review wildlife policies and laws, and conduct visits to three National Parks and Arba Minch Crocodile Ranch. The Company was responsible for reviewing the revenue-sharing programme, law enforcement capability, tourism potential, hunting and ranching projects. Recommendations covered policy, institutional reform, park management, sustainable use of natural resources, EIAs, community conservation, illegal offtake of elephant, farm encroachment and livestock grazing within PAs.
